Rep. Garcia Introduces Bipartisan Bill to Improve National Security and Environmental Research

Representative Mike Garcia emphasized the importance of the bipartisan legislation, stating, “The ARF is critical to America’s national security and environmental research.” He expressed his pride in taking steps towards ensuring the safe operation of the research vessels and highlighted their significance in various national interests.

Fellow Representative Haley Stevens echoed Garcia's sentiments, noting, “The U.S. Academic Research Fleet plays a critical role in advancing our understanding of our oceans and Great Lakes.” She emphasized that the ANCHOR Act would provide the necessary infrastructure for the fleet to fulfill its mission in protecting coastal communities and the environment amidst climate change.

Senator Alex Padilla emphasized the urgency of upgrading cybersecurity and telecommunications infrastructure for the research vessels. He stated, “With increasing cyberattacks on these vessels, we urgently need to upgrade crucial cybersecurity and telecommunications infrastructure.” Padilla highlighted the cost-effective nature of the bipartisan solution and its potential to enhance scientific research while ensuring crew safety.

Senator Dan Sullivan underlined the importance of the research vessels in ensuring American security. He mentioned the Chinese cyberattacks experienced by both the vessels and shore-based maritime research institutions. Sullivan emphasized that the ANCHOR Act is a step towards strengthening data integrity and the resilience of the Academic Research Fleet.

The ANCHOR Act, if passed, would require the National Science Foundation to develop a comprehensive plan for cybersecurity and internet upgrades across the 17 research vessels in the U.S. Academic Research Fleet. The legislation aims to enhance the vessels' capabilities in the face of growing cyber threats, with a focus on equipment, training, personnel, and cost-effective measures.

The bill has garnered support from various institutions, including the University-National Oceanographic Laboratory System, Scripps Institution of Oceanography, and the Woods Hole Oceanographic Institution, among others. Their endorsement reflects the collaborative effort to bolster national security and environmental research through improved infrastructure for oceanographic vessels.
